SECURITY AWARENESS - SUSPICIOUS BAG

A suspicious item is anything (e.g., bag, package, vehicle, etc.) that is reasonably believed to contain explosives or other hazardous material that requires a bomb technician and/or specialized equipment for further evaluation. Items that are hidden, obviously suspicious, or not typical should be deemed suspicious. If you see something that is suspicious, out of place, or doesn't look right, say something. 


·         Suspicious Package – Suspicious packages are defined as any bag, package or parcel that is identified as suspicious per the Unattended Item Assessment process, OR any bag, package, or parcel that has signs of being hazardous.

·         Suspicious Substance – Suspicious substance is any unidentified powder, liquid, or other physical substance.

Assessing Suspicious Bag Risk

A.      Remain calm.

B.       Do NOT touch, tamper with, or move the package, bag, or item.

C.       Assess the bag:

                                 i.            Determine if it is hidden, obviously suspicious, or not typical.

                               ii.            Check for words that are poorly written or misspelled.

                              iii.            Look for an unknown or missing return address.

                              iv.            Note any markings on the package, like "Confidential" or "Personal."

                               v.            Be wary of packages with excessive postage or tape.

                              vi.            Visually examine the package to see if it’s lumpy, bulky, or lopsided.

                            vii.            Look for powdery substances or oily stains on the outside of the package.

                          viii.            Check for vibrations, unexplainable wires or electronics, visible bomb-like components, and unusual sounds, vapors, mists, or odors.


4.3                   Reasonably Assessed as Safe

If the item is assessed to be an unattended bag with no evident owner, treat the item as Lost and Found and report/turn it in to security or reception.

4.4                   Assessment Indicates Cause for Concern

In the case an unattended item is deemed suspicious or potentially dangerous, stakeholders should take the following steps. These steps are not dependent and may take place out of order, concurrently, or not at all, depending on the circumstance.

4.4.1            Suspicious Package is Confirmed

1.       When an RSM or ASM confirms an unattended item is deemed suspicious, avoid the area.

2.       Guards will cordon off the area, isolate the item, and prevent anyone from entering the vicinity.

3.       If security personnel locate a device directly, they should not touch the device, nor transmit any radios or cell phones within 150 feet of the device.

4.4.2            Escalation

1.       If there is clear and immediate danger, guards will call 911 or local law enforcement.

a.       If no guidance is provided and you feel you are in immediate danger, calmly evacuate the area.

b.       Distance and protective cover are the best ways to reduce injury from a bomb.

2.       Guards will notify facility supervisor, manager, ASM/SSM, and BAC and explain why it appears suspicious.

a.       To avoid causing panic, security associates shall not discuss the threat with anyone but ACS, PR/Marketing/Communications, and next-level manager.

3.       The RSM or ASM will call 911 or local law enforcement, and contact the Head of Corporate Security.

4.       The BAC will notify stakeholders of the incident, including WIM, GRIS, FM, EHS, Property Management, BBS, and ESU.

 

4.4.4            Local Law Enforcement

1.       When law enforcement arrives, follow instructions.

2.       The RSM or ASM will liaise with local PD upon their arrival to the site.

3.       Only law enforcement will engage with suspicious packages aside from GCS guard force verbal requests to prevent passersby from accessing the area.

4.       Law enforcement will assess the situation and provide guidance regarding shelter-in-place or evacuation.

5.       Depending on the impact, EHS will coordinate the following with the RSM/ASM and implement a shelter in place, internal relocation, or evacuation.

a.       If risk is low, do not evacuate. If risk is medium, shelter in place. If risk is high, evacuate.

                                                               i.      Shelter in Place: Shelter in Place means remaining inside the building, either at your work area or moving to an area of relative safety (typically near the building’s core.) Used when the situation is safer inside than outside the building, shelter in place is the response to a variety of events, including earthquake, a civil disturbance outside the building, inclement weather, or a hazardous material release.

                                                             ii.      Internal Relocation (high-rise buildings only): This response involves moving occupants from floors near the incident to safer floors. For fire or smoke-related emergencies, occupants on the alarm floor, floor above, and one floor below will relocate by descending three floors. Only occupants on the 4th floor and above will relocate within the building – occupants on floors 1 - 3 will evacuate the building and gather at the external assembly area, if safe to do so.

                                                            iii.      Evacuation: Used when it is safer outside the building than inside, evacuations can be partial (only those on certain floors leave) or full (everyone in the building leaves). In an evacuation, occupants will gather at their predesignated external assembly area. Only use stairwells in evacuations.

4.5                   All Clear & Close Out

GCS will wait until local or regional explosive disposal teams determine that it is all clear, notify stakeholders and IMT, if activated. If messaging has been sent informing customers about the suspicious package, give the all clear. Close out IMT/CMT, submit Incident Report documentation, and conduct an After-Action Review if necessary.
